While the media obsesses over political theater, something far more calculated has been brewing behind closed doors. Just three days after President Trump secured his 2024 re-election victory, attorneys general from 22 Democrat-led states, along with Washington, D.C., and San Francisco, quietly signed a covert agreement to block Trump’s anticipated crackdown on birthright citizenship.
This wasn’t just political posturing—it was a coordinated legal war plan designed to undermine federal immigration enforcement. The revelation comes from an investigation by the Heritage Foundation’s Oversight Project, which uncovered this backroom deal.
The agreement is not just about “discussions” or “collaboration.” It outlines a deliberate effort to share privileged legal strategies, develop pre-lawsuit investigations, and coordinate lawsuits to block Trump’s executive actions. The pact explicitly prohibits third-party access to the shared documents and communications, ensuring that the AGs’ strategy remains hidden from public scrutiny.
However, it does acknowledge public records requests—with a catch. Any AG receiving a request must alert all the others at least five days before responding, giving them time to craft a response or possibly suppress key details.

President Trump wasted no time delivering on his promise to end automatic birthright citizenship for children of illegal immigrants. On Day One of his second term, he signed an executive order halting the federal government from issuing or accepting citizenship documents for children born to illegal immigrant parents after its effective date—set for later this month.
The order makes it clear:
“The Fourteenth Amendment has never been interpreted to extend citizenship universally to everyone born within the United States.”
Predictably, the legal opposition was immediate. Three federal judges—one in Washington, another in Maryland, and the most recent in New Hampshire—moved to block Trump’s order, citing longstanding legal precedent.
Arizona AG Kris Mayes, one of the key players in the anti-Trump pact, joined a case filed in Washington to challenge the executive order. Given the timeline of their secret agreement, it’s highly likely that this lawsuit was orchestrated directly from that backroom deal.
“The court’s decision to block this illegal executive order nationwide protects the basic right to birthright citizenship guaranteed by the 14th Amendment,” Mayes said, signaling her commitment to fighting Trump’s agenda at all costs.
The deeper question here is not about the legality of birthright citizenship—it’s about who holds the power to define America’s immigration policies. The American people re-elected Trump to secure the border and enforce immigration laws, yet a network of blue-state attorneys general has schemed behind closed doors to undermine that mandate.
