FBI Warns of Chinese Malware Ready to Strike U.S. Systems

Outgoing FBI Director Christopher Wray issued a dire warning about a looming, silent threat embedded within America’s critical infrastructure. In a Sunday interview on 60 Minutes, Wray revealed that the Chinese government has “prepositioned” itself across American civilian networks, ready to unleash cyberattacks “at a time and place of their choosing.”

Wray didn’t mince words, labeling the Chinese Communist Party (CCP) as “the greatest long-term threat” and a “defining threat of our generation.” His warning sheds light on an escalating cyberwar that could disrupt water treatment facilities, electrical grids, natural gas pipelines, and other vital systems—an attack Wray says could cause unprecedented harm.

“The Chinese government is prepositioning on American civilian critical infrastructure to lie in wait on those networks to be in a position to wreak havoc,” Wray cautioned.

Chinese Espionage at Unprecedented Levels

Beijing's cyber program is the spearhead of its broader espionage campaign. According to Wray, nearly half of the FBI’s 5,000 counterintelligence investigations involve China. He further disclosed that the Bureau opens a new China-related espionage case roughly every 10 hours.

“The greatest long-term threat to our nation’s information, intellectual property, and economic vitality is the counterintelligence and economic espionage threat from China,” Wray warned during a Hudson Institute event in 2020—a message that remains more relevant than ever.

China’s hacking agenda isn’t just theoretical. Over the past decade, Beijing has been tied to numerous cyberattacks on U.S. systems, as well as similar campaigns targeting Europe and Asia. This includes state-sponsored hacking groups like "Flax Typhoon," which the U.S. Treasury recently linked to cyber intrusions in critical infrastructure sectors.

Cyber Threats Linked to Military Strategy

The scale of these threats goes beyond mere espionage. A report from the Office of the Director of National Intelligence described China as the “most active and persistent cyber threat” to U.S. networks. If tensions with the United States escalate, Beijing could use its pre-positioned malware to:

• Impair military deployment
• Trigger societal panic
• Disrupt critical U.S. operations

According to the report, such aggressive measures could be deployed to gain a strategic upper hand in the event of a conflict.

Beijing Denies, U.S. Pushes Back

China, as expected, denies these allegations. Chinese Foreign Ministry spokesperson Jiakun Guo dismissed U.S. claims of hacking as a smear campaign, accusing Washington of “vilifying” Beijing and imposing “illegal and unilateral sanctions.” Meanwhile, the U.S. Treasury recently sanctioned Integrity Technology Group, a Beijing-based cybersecurity firm tied to cyberattacks against U.S. targets.
